ORGANIZATIONAL CONTEXT
Assisting almost 100 million people
in around 83 countries each year, the World Food Programme (WFP) is the leading
humanitarian organization saving lives and changing lives, delivering food
assistance in emergencies, and working with communities to improve nutrition
and build resilience. WFP partners with governments, other international organizations
and UN agencies, the private sector, and more than 1,000 national and
international NGOs in its operations to provide food assistance and tackle the
underlying causes of hunger.
The WFP Country Strategic Plan
2022-2027 seeks to ensure that vulnerable populations achieve climate-resilient
livelihoods and improved food security and nutrition through sustained
smallholder access to markets, enhanced value chains, and sustainable
management of natural resources. This objective will be achieved by supporting
smallholder men and women producers to diversify livelihoods, reduce
post-harvest loss, and improve access to information, technologies, and
markets.
THE ROLE
The Unit is looking into recruiting a
Procurement Officer reporting to the Head of Supply Chain, the candidate will
manage, lead on and provide expert advice and oversight to procurement
operations at the Country Office, partnering with the key supply chain
functions, such as logistics, to ensure an integrated supply chain approach to
meeting the food assistance needs of beneficiaries.
KEY ACCOUNTABILITIES (not all-inclusive)
·
Design a procurement strategy for
buying food commodities from traders and smallholder farmers (SHF) and goods
& services to ensure smooth operations in Tanzania and neighboring
countries.
·
Consolidate and analyze data from
which to inform Country sourcing strategies or plan specialist procurement
initiatives that support effective and cost-optimizing purchase decisions.
·
Provide oversight, guidance, and
support to the Country Offices procurement team to implement best practice
procurement policies and procedures, ensuring a strategic and proactive
approach to procurement in compliance with wider WFP policies, standards, and
regulations.
·
Support the head of supply chain in
the implementation of the supply chain strategy, lead and participate in
actions of national capacity strengthening in line with the Country Strategic
Plan and manage operational activities for a Country Office (e.g. issue
tenders, evaluate offers and negotiate/award contracts), to ensure successful
procurement of food and non-food commodities or services.

Consolidate and analyze data to
inform Country Office sourcing strategies or plan specialist procurement
initiatives that support effective and cost-optimizing purchase decisions,
whether from traditional suppliers or off-takers.
·
Maintain a pool of reliable suppliers
for all procurement items; identify, develop and maintain strong relationships
with all relevant suppliers and vendors to enable WFP to maximize the value of
the service delivered.
·
Manage and coordinate effective
relationships with inspection and superintendent firms to ensure quality
control, specification conformity, volume assessment, monitoring, and
verification of deliveries.
·
Work in close collaboration with
cross-functional counterparts including regional bureaus (Johannesburg and
Nairobi) and HQ procurement to align procurement activities and promote an
integrated supply-chain approach to food assistance.
·
Provide active support to cash-based
transfer (CBT) activities by identifying and contracting retail stores, where
needed.
·
Coordinate and prepare accurate and
timely reports of procurement activities to contribute to a WFP wide view that
enables informed decision making and consistency of information presented to
stakeholders, leading to performance optimization.
·
Manage the procurement team ensuring
appropriate development and enabling high performance.
·
Build capacity of WFP staff and
external partners to take a strategic and proactive approach to the procurement
of food and NFI and services e.g., through coaching, mentoring and provision of
training sessions, etc.
·
Contribute to preparedness actions,
providing technical recommendations and guidance and monitor the management of
procurement specific risks.
·
Act in an assigned emergency response
capacity as required to meet emergency food assistance needs.
·
Perform other duties as assigned.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree in Supply
Chain, Procurement and Logistics, Economics, Commerce, Business Administration,
Engineering, Legal or Accounting or other relevant field, or First University
degree with an additional relevant work experience and/or training/courses.
Language:
International Professional: Fluency
(level C) in English language. Intermediate knowledge (level B) of a second
official UN language: Arabic, Chinese, French, Russian, Spanish, and/or
Portuguese (a WFP working language).
Experience:
5 years or more of postgraduate
professional experience in a relevant field of work, specifically in
procurement and supply chain management, with a background and interest in
humanitarian development.

coordinating with UN agencies/ large international conglomerates.

commodity markets (incl. experience with freight markets) as well as goods and
services needed in support of WFP’s Operations and its related market

This is an International Professional
position and candidates must be a national of a country other than the
country of assignment. Mobility is and continues to be, a core contractual
requirement in WFP. The selected candidate will be employed on a fixed term as
well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation
and benefits package, including basic salary, post adjustment, relocation
entitlement, travel and shipment allowances, 30 days' annual leave, home leave,
an education grant for dependent children, pension plan and medical insurance.
